Slowly whisk in the whole milk, cooking until the mixture thickens, about 5-7 minutes.
Reduce heat to low and add the shredded cheddar cheese, stirring until melted and smooth. Season with salt, pepper, and garlic powder.
Combine the cooked macaroni with the cheese sauce, ensuring all pasta is coated.
Transfer the mixture to a greased 9x13 inch baking dish.
Mix breadcrumbs with melted butter and sprinkle over the top.
